Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
